Goal 1: Promote Housing Affordability

Strategy 2:
​Allow for Reasonable Adaptability in Housing Dimensions
Currently, Evanston’s Zoning Code includes many development standards that mandate inefficient use of land and that serve as barriers to creating affordability. The City should overhaul development standards to promote affordability and allow a variety of building types throughout Evanston. ​
Zoning Recommendations
Remove strict minimum requirements in lot size, yard size, and ground floor area.​
​
Reduce strict limits on increases in building height​ and the number of dwelling units for planned developments.
These recommendations are supported by: Equitable Zoning Project Recommendation  1, APA Guidance Zoning District Policy 1, APA Guidance Zoning District Policy 2, Evanston Mayor Biss Recommendation 1, Minneapolis Policy Plan 1
